AppAdvice is really a website and app that only mentions apps that are on sale but also gives a daily set of apps which might be now free. This makes it the ideal place for finding free iPad apps. Another app that allows you to track the prices of the app is BargainBin. BargainBin enables you to set the cost you'd like to pay for an app you're thinking about. If the app drops compared to that price or below BargainBin will offer you a push notification on your own iPad. You can then decide to buy you aren't. I have used this app for a while and found it to be very useful when it worked. However, it turned out very slow occasionally and even crashed often. You might have better luck than me.
There are some other apps intended for your iPad that serve exactly the same purpose as BargainBin, but I haven't found the one that worked too (if it works).
